Abstract
Given the increasing pace of urbanization of states and the scale and role of modern cities, these processes are becoming chaotic. In addition, the unwillingness of city administrations to respond to rapidly changing new conditions creates serious problems (not only for the urban ecosystem but also for the state as a whole), for which scientists and practitioners of urban management are developing various concepts and models of urban ecosystem management. One of such relevant concepts is the Smart city, which sees the solution to the problems of urban ecosystems in their digitalization. However, the high cost of modern technologies and the shortage of personnel very often do not allow us to develop and implement a concept for most cities. Based on this, there is a need to develop and implement such a strategy that would effectively apply the conceptual solutions of Smart city in such cities as well. This article discusses some socioeconomic problems of a modern city and offers solutions based on the system concept of a Smart city.
Keywords: intellectualization, modern technologies, strategic management, socio-economic crisis, uniform development, urbanism.
